of the above Section making spitting a criminal offence is

injurious to the welfare, trade and business of the Colony of

Hongkong for the following reasons, namely:-

(1). The Colony is situated close to the main-

-land of China and the daily influx of Chinese to the

Colony is counted by the thousand who being

strangers or casual visitors, would scarcely be

expected to know that spitting at certain places will

be regarded as a criminal offence and they consequent-

-ly will be in constant danger of being run and fined.

the warning and other may, from force of long habit or

of sudden necessity involuntarily violate the law.
